Humanitarian E-learning & Training - Why a template approach never works
Humanitarian training carries a weight most corporate learning never has to. When a field officer misreads a housing dispute, misses a protection risk, or mishandles a conversation with a displaced family, the cost is not a missed target on a dashboard. It falls on people who are already among the most vulnerable in the world. And the training meant to prepare staff for those moments is usually fighting terrible odds: teams scattered across countries and time zones, working in a dozen languages, often on connections that drop, with budgets that have tightened every year since the sector’s funding began to contract.
So the question for anyone responsible for learning in a humanitarian organisation is a hard one. How do you train people to make good decisions, in the field, under pressure, when you can rarely get them in a room and cannot assume they will remember a slide deck by the time it matters? This guide is about what actually works. It starts with the problems particular to the sector, moves to what good humanitarian training has to do to change how people behave, and then to the formats that deliver it, drawing on the interactive courses we have built for IOM, UNICEF and UNHCR.
The training challenges humanitarian organisations face
Dispersed, multilingual and high-turnover workforces
Humanitarian staff are rarely in one place. A single programme might run across several countries, with national staff, international staff, implementing partners and volunteers all needing the same grounding in different languages and different working cultures. Turnover is high, deployments are short, and emergencies pull people in at speed with no time for a week-long induction. Any training that depends on everyone gathering in a room, or on a trainer flying out, will only ever reach a fraction of the people who need it.
High-stakes knowledge that has to hold up in the field
Most of what humanitarian staff are trained on is not trivia to be recalled in a quiz. It is judgement they will have to exercise in real situations with real consequences: how to assess a housing claim, how to recognise a protection risk, how to apply a legal framework, how to treat the people they are there to serve. The gap between knowing the policy and acting well in the moment is where the harm happens, and it is exactly the gap conventional training struggles to close.
Limited bandwidth, low connectivity and offline access
The people who most need the training are often in the hardest places to reach. Connectivity is patchy, data is expensive, devices are shared, and a course that assumes a stable broadband connection and a modern laptop will simply not run where it is needed. Training for this sector has to travel in the literal sense. It has to work on a phone, on a poor connection, and sometimes with no connection at all.
What good humanitarian training actually looks like
The science
This is where the science becomes genuinely useful, and it is worth being specific about it. We spent time with Professor Joe Devlin, a cognitive neuroscientist at UCL, pulling apart what the evidence says about how people actually learn. One finding matters more than any other for humanitarian work: the power of story.
Joe puts it plainly. Narrative, he says, is the be-all and end-all when it comes to learning, and he backs it with hard evidence. In one study, American emergency doctors were given new opioid-prescribing guidelines at a conference. Half received the six guidelines as bullet points. Half received the same six points wrapped inside a one-page story. Everyone was quizzed at the end, and the group who got the story remembered fifty per cent more. These were qualified doctors, receiving safety-critical information they would use on Monday morning. Motivation was not the difference between the two groups. Format was.
The reason sits in the brain itself. Put someone in a scanner telling a story from their own life, then play the recording to strangers, and you see much the same patterns light up in the listeners as in the teller. As Joe describes it, the brain runs a story rather than filing it, and a good story becomes something close to an experience. That is the whole game for humanitarian training. A story is a way of giving someone an experience they have never had, using nothing but their own neural hardware.
There is a harder edge to this, and it is the reason story matters more here than almost anywhere else. Humans are wired to treat groups outside their own with a degree of suspicion. Joe is careful to say this is not about malice; it is a default setting, installed deep. Which means any training whose real purpose is to change how staff treat an out-group, refugees, displaced people, survivors, is working against a built-in bias. A list of policies will not shift it. A definition of terms will not shift it. Joe read The Kite Runner and found his attitudes towards Afghan refugees changed for years afterwards, without his retaining a single fact he could have been tested on. As he puts it, "the experience changes the way you act and behave." Story is the one mechanism that reliably does that, and reaching people’s sense of shared humanity is the entire point of a great deal of humanitarian training.
So good humanitarian training has a recognisable shape. It puts people inside realistic situations rather than describing them from the outside. It carries its lessons in narrative, because narrative installs the experience that changes behaviour. It gives learners real decisions with real consequences, so they take the material seriously. And it is built to be returned to, because a single sitting never does the job, as the forgetting curve reliably reminds us.
Where interactive e-learning fits
Interactive e-learning is the work we know best. Most of what follows comes from courses we have built for United Nations agencies, where the stakes were real and the audiences were exactly the dispersed, multilingual, high-turnover workforces described above.
Branching scenarios for field decisions and ethical dilemmas
The strongest tool in the kit for humanitarian training is the branching scenario, because it recreates the texture of a field decision: incomplete information, competing pressures, and a consequence you have to live with. For IOM, part of the United Nations, we built a series of modules on housing, land and property rights in conflict-affected regions. In one, learners take the role of a practitioner responding to the arrival of displaced people, with limited time to investigate possible accommodation sites and decide who to speak to and what evidence to trust. What they learn later depends on the choices they make. A learner who fails to speak to the right person might never discover that a site is subject to an ownership dispute, or that the man presenting himself as the hotel’s owner has no lawful claim to it. The course never announces that field decisions get made on incomplete information. It hands you one and lets you find out.
Another module in the same series centred on Nadya, a widow living with a disability, whose right to remain on her family’s land is challenged by local elders. The learner’s job is to build the legal and ethical case on her behalf, choosing arguments and gathering evidence, with the strength of the outcome shaped by their decisions along the way. If the case is lost, Nadya loses her home, and the course shows that consequence rather than implying it. That was a deliberate design choice, grounded in exactly the science above. It makes the human stakes something the learner feels rather than reads, which is what carries an ethical lesson past the quiz and into how someone actually works.
Simulations and collective decision-making under pressure
Some humanitarian training is about the judgement of a team rather than a single person. For a joint programme across UNICEF, IOM and UNHCR, we built a multi-scenario course on accountability to affected populations, placing learners inside a series of emergency response situations, from a health emergency in the Democratic Republic of Congo to the conflict response in Ukraine and community engagement in Yemen, and asking them to make collective decisions under pressure. The scenarios drew on real UN frameworks, were deployed across agencies globally, and ran on several different learning management systems. The value of a simulation like this is that it asks people to perform, and to be accountable for an outcome, in a way a briefing document never can.
Why specialist learning design matters
This is the single hardest conversation we have with clients, and it is where we have staked our position. We build with genuine specialists in learning, alongside social scientists who work on our humanitarian and governance projects, so the content reflects the real complexity a field officer faces rather than a tidied-up version of it. A course can be technically slick and pedagogically empty. What makes humanitarian training change behaviour is the learning design underneath it, and no amount of production polish substitutes for that. It has to be in the room from the first conversation, not brought in to dress up a script that is already written.
How to commission training for your humanitarian organisation
Think in programmes, not single modules. The sector’s training needs recur, and building a series together costs far less per module than commissioning them one at a time, while giving you a consistent approach across topics and languages.
Plan for how it will actually be reached. Ask any supplier how their courses behave on a phone, on a weak connection and offline, and whether they build to SCORM standards so the course runs on the learning management systems your agencies already use. Training for this sector has to travel, and that has to be designed in from the start rather than retrofitted at the end.
Get the languages right. Multilingual delivery is more than a translation bolted on once the course is finished. It shapes scripting, on-screen text, voiceover and interaction, and it works best when it is planned into the build from the beginning.
And choose a partner who understands the work, not only the technology. Ask to see humanitarian projects, or work of comparable complexity and sensitivity. Ask whether they bring learning specialists and people who understand the context into the project, or only creatives and developers. The organisations that handed us their hardest problem, rather than a finished specification, are the ones we have done our best work for.
If you are weighing up how to train dispersed teams on high-stakes, sensitive material, we would be glad to talk it through. We have built this kind of learning for some of the largest humanitarian agencies in the world, and we can help you work out what the right approach looks like for yours. Get in touch and we will start with the problem you are trying to solve.
